Country A invades country B. Country B has strong connections to Block of Countries B. Block B tells Country A to back off or else. Block of Countries B starts dialog, invokes sanctions, etc.
Country A doesn't back off and, with a failure of "incentives," negotiations and the fact that most men are simply upgraded baboons, a war ensues. Country A has strong connections to Block of Countries A. Block of Countries A versus Block of Countries B, otherwise known as World War 3.
